Using a simple code, it's easy to transfer a load from one phone number to another. This leads to many informal business transactions that essentially allow for a simple banking system: in my neighborhood, I purchase load from a woman who doesn't even have a sign (we just know she provides the service). She gets a small cut from each transaction.
